Camboya

The National Single Window (NSW) has been implementing to allow traders to submit electronic license/permit/certificate/others (e-LPCO) for import/export since July 2019. NSW is connected to customs clearance system ASYCUDA, which has operated since 2008. The initial implementation phase has been covered among five inter-ministerial agencies including General Department of Customs and Excise (GDCE), Ministry of Commerce (MOC), Council Development of Cambodia (CDC), Ministry of Health (MOH), and Ministry of Industry and Handicrafts (MIH). NSW is looking forward to improving the existing system and expanding to Other Regulatory Government Agencies.

Moreover, Cambodia has implemented ASEAN Single Window (ASW) for exchanging electronic documents with ASEAN Member states including Certificate of Origin e-Form D since July 2019 and ASEAN Customs Declaration Document (ACDD) since December 2020.

Comoras

Liberia

Liberia is not currently operating a Single Window System. However, steps have been taken by the Customs Authority as they are currently implementing a project (2015 – 2022) concluded with the World Customs Organization and United Nations Conference on Trade and Development with funding from Her Majesty's Revenue and Customs (HMRC) to support the effectiveness of Liberia Customs Administration in implementing TFA provisions (including Single Window System). The full implementation of a National Single Window System requires more donor support so that all trade-related Ministries and Agencies are integrated. To this end, Liberia notified the Single Window under Category C of the TFA.

Malawi

Malawi has not yet implemented operation of the electronic single window. However, the process of establishment of electronic single window is at design stage.

Mozambique

The Institutions that issue licences are already integrated into the Single Electronic Window, this provision is already in compliance, however, we are facing some challenges in mobilizing funds for the acquisition of IT equipment, installation of the appropriate internet network and the expansion of geographic coverage to the Ministry of Sea, Inland Waters and Fisheries/National Institute of Fish Inspection and the Ministry of Agriculture and Rural Development.

The Ministry of Health has already launched medicine import services in the Single Electronic Window on 5 September 2022 and has been in the mandatory phase throughout the country since April 2023.

Rwanda

The Rwanda Electronic Single Window (ReSW), was introduced in 2012 and has been a major force leading to facilitating international trade. Clearance times have been reduced, and both direct and indirect costs connected with international trade have been reduced as processes were re-engineered and simplified. The ReSW provides a system that allows for the submission of a single declaration containing all information required by the various agencies responsible for controlling trade into and out of Rwanda and enables these agencies to inform traders and their representatives of the progress of the release process. The Electronic Single Window in Rwanda now uses ASYCUDA World which is a combination of customs management system and integrated border management system.

The ReSW underwent a systematic evaluation in early 2015 as to its relevancy, efficiency, effectiveness and sustainability. Implementation of e-certificate of origin, e-exemption and integrated inspection services also enabled to further save time and cost on traders' side.
