Reason
Djibouti notifies, pursuant to Article 16.3, that it requires additional time to notify its definitive dates for category C provisions. Hence, Djibouti requests that the WTO Committee on Trade Facilitation consider extending the period for notification by Djibouti of its definitive dates for category C provisions until 31 December 2023. Djibouti is basing this request on the flexibilities provided for in the Trade Facilitation Agreement (TFA), which states that least developed country Members will only be required to undertake commitments to the extent consistent with their administrative and institutional capabilities. In light of the foregoing, Djibouti is currently not in a position to meet the expectations of the Committee on Trade Facilitation with regard to notifications, as it is encountering methodological difficulties and is facing unforeseen issues related to the culmination of partner support for FTA implementation.
