Reason
In 2024, the Government of Saint Lucia was successful in securing the services of a consultant through the WTO Trade Facilitation Agreement Facility (TFAF) to prepare the high-level business and functional requirements for an Electronic Single Window for trade, which is consistent with Saint Lucia's regulatory framework and facilitates integration with existing ICT infrastructure and applications. The technical specifications were finalized in December 2024 and work is ongoing with the support of the TFAF in developing the terms of reference for the Single Window. Once completed, the Government will commence the procurement process of engaging potential vendors for implementation of the system. This process will also entail identification and securing of funding for this project both at the national level and through the donor community. The Government anticipates a possible three-year roll-out of this high-level initiative.

The technical assistance and capacity building including financial support to obtain the necessary IT system notified as a requirement for implementation of this measure has not been secured. As it relates to progress to date, the Government of Saint Lucia has been successful in securing the services of a Consultant under the Canada-CARICOM Expert Deployment Initiative to develop the technical specifications for its National Electronic Single Window. The technical work in this respect is still ongoing. The information is critical to redefining the scope of the platform to be implemented, costing the project, and in determining the level of external assistance and capacity building support that would be required for the successful implementation of the measure.

Further to the notification report to the WTO in October 2023, it can be advised that a high level Functional and Technical Specifications Document for Saint Lucia's Electronic Single Window (ESW) was prepared and finalized in December 2024 with the support of the World Trade Organization (WTO) Trade Facilitation Agreement Facility (TFAF). Terms of Reference (TOR) and an Expression of Interest have been prepared and will be published soon subject to approval by the relevant authorities. A Single Window Evaluation Committee is also to be established to review tenders and to select a successful vendor.

Technical assistance is required to initially advise the Single Window Evaluation Committee on the tender evaluation process and generally support its deliberations. Support is also required to advise on international best practice in the implementation of an ESW and the effective monitoring of a ESW implementation plan.
Further advisory support will be required to conduct process mapping and business process re-engineering in addition to advisory support on investments in software and hardware for the ESW.

It is considered that the current definitive date provides adequate time for the completion of these initial tasks.

This Consultant has been contracted to develop the technical specifications for Saint Lucia's National Electronic Single Window. The technical work in this respect is still ongoing. This information is critical to redefining the scope of the platform to be implemented, costing the project, and in determining the level of external assistance and capacity building support that would be required for the successful implementation of the measure.

Once the technical specifications have been developed, Saint Lucia intends to approach development partners for technical assistance and capacity building including financial support to obtain the necessary IT system notified as a requirement for implementation of this measure.
