Brésil

The Brazilian National Single Window – Siscomex – was established by the Presidential Decree n. 660/1992, as emended by the Presidential Decree n. 8229/2014. It is available for registered traders and custom brokers at the website www.siscomex.gov.br, by the use of digital certificates. The Single Window is managed by a Committee composed by the Vice-Ministry of Finances; the Vice Ministry of Industry, Foreign Trade and Services; the Secretary of Federal Revenue and Customs; and the Secretary of Foreign Trade. There are 22 participating agencies at the single window. All regulation that impose to traders' restrictions, formalities or requirements regarding imports and exports should be enforced through the single window. The single window allows for all information required from importers and exporters by the participating agencies to be submitted electronically. When additional trade documents are required, the system allows for the submission of digital copies, with digital signatures.

The original Siscomex began to function for exports in 1993 and for imports in 1997. Since 2014, the system is being redeveloped to cope with the current demands of traders and participating agencies in order to improve import and export process flows, compliance and transparency. The new single window for exports was fully implemented in July 2018. The new system for imports is currently under development.

Brunéi Darussalam

The Brunei Darussalam National Single Window (BDNSW) was launched in February 2013. The national system aims to facilitate trade by providing a single point for traders to submit standardized documents for legal import, export and customs-transit requirements for customs clearance of traded goods. The system provides an end-to-end process (application and approval) on the following areas, not limited to:

Chili

The Integrated Foreign Trade System (SICEX) is Chile's single window enabling export and import procedures to be conducted in a simple and efficient manner. It was established in 2010 pursuant to Supreme Decree No. 1049/2010, with the aim of facilitating foreign trade through the use of a world-class system based on best practices and international standards.

SICEX seeks to save time and reduce costs, by expediting export and import procedures that are carried out electronically, liaising with the various public services involved in foreign trade and eliminating double data entry through a single point for data entry. Efficiency and transparency in the management of foreign trade operations are thus achieved through a continuous service platform that provides monitoring, alerts and traceability of operations.

La Ventanilla Única de Comercio Exterior – VUCE

La Ventanilla Única de Comercio Exterior –VUCE– es la principal herramienta de Facilitación del Comercio del País, se creó mediante el Decreto 4149 de 2004 y es administrada por el Ministerio de Comercio, Industria y Turismo, a la fecha se cuenta con diez (10) servicios de trámites de comercio exterior.

La implementación de la VUCE se ha realizado de manera gradual desde el año 2005 a través de la cual se canalizan trámites de comercio exterior de 70.000 usuarios vinculados a 21 entidades del Estado en los diferentes módulos de importaciones y exportaciones por medio del cual se realizan los trámites de vistos buenos, registro de productores de bienes nacionales, sistemas especiales de importación y exportación y comercializadoras internacionales, inspección simultánea, este último permitió la eliminación del documentos "Carta de Responsabilidad" que se presenta ante la Policía Antinarcóticos, entre otros trámites de la VUCE.

La VUCE tiene el Sistema de Administración de Riesgos que permite que los procesos de evaluación sean aprobados de manera automática a través de unas variables que analizan el riesgos. Actualmente, el sistema permite la aprobación de los registros de importación pasando de un 1 día a 3 minutos, disminuyendo los tiempos de respuesta de la entidad.

Los diez (10) módulos de la VUCE son: Importaciones (tramites de vistos por parte de 19 entidades y lo correspondiente al Registro o Licencia de Importación), Exportaciones (Visto buenos), Inspección Simultánea (realiza el agendamiento electrónico de las inspecciones de la carga de exportación en puerto para la inspección física o no intrusiva), Registro de Productores de Bienes Nacionales, presentación y actualización de exportadores para la Policía Antinarcóticos, Régimen de Transformación y Ensamble, Sistemas Especiales de Importación – Exportación, Comercializadoras Internacionales, Contingentes y Sistema de Riesgo.

En puertos, para el régimen de exportación, la VUCE cuenta con el módulo del Sistema de Inspección Simultánea (SIIS) que coordina la operación en puertos, generando un agendamiento electrónico para el desarrollo de la inspección por parte de las entidades de control, reduciendo los tiempos de inspección de 3 días a 1 día, esto permite adicionalmente eliminar las dobles movilizaciones de la carga.

Así mismo, se desarrolló el aplicativo informático para la presentación de los exportadores a través
de la VUCE, donde las empresas diligencian la información pertinente a su compañía, para que Policía Antinarcóticos pueda generar su análisis de riesgos, de manera tal que la información es estándar y de fácil acceso para las diferentes salas de análisis, eliminando la presentación física de los representantes legales de las empresas, contribuyendo a la política de cero papel.

Interoperabilidad. La VUCE cuenta con la interoperabilidad en el servicio de inspección simultánea con la DIAN y puertos.

A nivel internacional, se cuenta con interoperabilidad entre las Ventanillas Únicas en el marco de la Alianza del Pacífico, en lo correspondiente a los certificados fitosanitarios.


Congo

Le Guichet Unique des Opérations Transfrontalières (GUOT) vise à simplifier les procédures et à faciliter les formalités administratives, commerciales et douanières, tout en réduisant les coûts et délais de passage des marchandises aux frontières.

Opérationnelle depuis 2013, le GUOT a pour rôle de fournir des services informatiques et de communication afin d'assurer les échanges de données impliqués par les procédures et formulaires dématérialisés du commerce extérieur.

Sur le plan pratique, le GUOT se caractérise par un point d'entrée unique électronique pour la soumission et le traitement de toutes les données, et de tous les documents nécessaires aux opérations d'importation ou d'exportation de marchandises.

Corée, République de

Korea has run electronic single window system since March 2006 on the website https://unipass.customs.go.kr where customers can make an application related to requirements or declare imports, exports and others without having to visit relevant agencies.
As of May 2017, 26 agencies verifying requirements (for 55 requirements) are linked to the single window system which has processed 855,244 cases out of 896,960 (95.3%).

Costa Rica

En aras de facilitar y centralizar los procesos de exportación e importación, en 1996 se promulgó la Ley 7638, mediante la cual se estableció la creación de la Ventanilla Única de Comercio Exterior (VUCE). La VUCE ha sido la entidad responsable de la gestión coordinada con 16 instituciones para centralizar, simplificar y automatizar los trámites de comercio exterior. Esta labor se realiza a través de la plataforma informática VUCE 2.0 y las seis oficinas físicas, ubicadas en zonas geográficas estratégicas.

La plataforma informática permite tramitar 45 notas técnicas de importación y exportación de 16 entidades gubernamentales, así como cargar en el sistema todos los datos relacionados con cualquier operación comercial, lo cual contribuye a procedimientos de aprobación más rápidos. A través de esta herramienta se realizan actualmente alrededor de 30.000 transacciones mensuales.
La VUCE 2.0 está disponible al usuario las 24 horas durante los 7 días de la semana, los 365 días del año y, además, tiene la capacidad de interoperar, a futuro, con sistemas similares en otros países, permitiendo así el intercambio previo de información y facilitando el manejo de la gestión de riesgo.

Égypte

Egypt launched the National Single Window for Egyptian trade across border “Nafeza” system on April 2021, Nafeza is the only National single window for trade in Egypt.

The initiative is implemented by the Egyptian Customs Authority to modernize and automate customs administration, simplify procedures, and reduce clearance times to facilitate and expedite the review and release of shipments upon their arrival at a port of entry within Egypt.

“Nafeza” uses an integrated information platform to coordinate all necessary shipping information between foreign exporters and Egyptian importers.

This system requires importers to submit all necessary shipping documentation and transaction data (customs duties, import controls, port of entry, etc.) via an online “e-portal” in order to facilitate the release of the importers’ goods from ports in Egypt.

According to the Egyptian Customs Authority, the “Nafeza” platform will bring the Government of Egypt in line with international standards of trade-related procedures and customs requirements for the clearance of goods.

In order to transform the whole system of ports procedures in Egypt to a unified electronic portal system, Nafeza is based on two axes:
1. Business process reengineering.
2. System tools development in the form of digital portal, logistics applications, central integrated system, logistics services centers.

El Salvador

Conformément à la loi qui en porte création, le système de guichet unique du commerce extérieur d'El Salvador porte le nom de Centre de traitement des importations et des exportations (CIEX El Salvador) et a pour objectif de centraliser, rationaliser et simplifier les formalités prévues par la loi en matière d'enregistrement, d'autorisations et de délivrance de documents, accomplies par les différentes institutions et/ou divers organismes gouvernementaux liés au commerce extérieur.

La Banque centrale de réserve (BCR) gère le guichet pour les exportations depuis le 19 septembre 1989. Sa plus grande réalisation consiste à avoir réduit le temps d'attente de 15 jours ouvrables à moins d'une minute et d'avoir transformé les formalités en personne en formalités 100% virtuelles, ce qu'elle a été habilitée à faire en vertu de la Loi sur la relance des exportations, qui a également porté création du Centre de traitement des exportations (CENTREX).

Il est à noter que les résultats obtenus en matière de facilitation sont liés au fait que les plates formes informatiques développées par la BCR permettent l'intégration des acteurs liés au commerce – exportateurs, importateurs, agents en douane, mandataires en douane spéciaux, chimistes, chimistes pour l'industrie pharmaceutique, agronomes, zootechniciens et autres professionnels en lien avec la santé humaine, la préservation des végétaux et la santé animale, et responsables des formalités, entre autres.

Eswatini, Royaume d'

Following the notification G/TFA/N/SWZ/5/Rev.1 dated 12 October 2023 where Eswatini was notifying WTO Members on the arrangements concluded and progress made in the provision of technical assistance and capacity building support of category C provisions, in response to Article 16 of the Trade Facilitation Agreement (TFA), Eswatini would like to provide the following update on the implementation of Article 10.4 (Single Window).

• A partial Single Window procedure was developed for managing import permits within ASYCUDA World.
• Four border Agencies have been enrolled for the ASYCUDA World based permit control.
• Work is still ongoing, to enroll the rest of the Agencies in the system.

Géorgie

Trade/Customs related services are available through automated data system available at http://asycuda.rs.ge/

Georgia Revenue Service has several access points from where traders can submit required documents. The taxpayer's portal (www.rs.ge) is a single window access point for legal entities where all tax and customs related electronic services are accessible. Moreover, since 1998 customs has been operating an automated system of customs data. In 2015, the system was upgraded and currently is operating with the most recent version of ASYCUDA World's so-called E-Customs system. The E Customs system enables paperless processing of most of customs operations. The infrastructure is integrated with the information systems of other state authorities providing inputs to (or consuming data from) customs operations, such as permits, licenses and certificates.

GRS has implemented an e-platform of permits: for cases when number of permits is needed in order to finalize the border/customs control procedures. The existing e-platform automatically registers the permits issued by a number of agencies: Ministry of Internal Affairs; Ministry of Defence; Ministry of Economy and Sustainable Development; Ministry of Agriculture; Ministry of Environment and Natural Resources Protection; Ministry of Health, Labour and Social Affairs. Issuance of the permits is automatically registered and validated on all the CCPs (Customs Crossing Points). On finalizing the border control procedures, the feed-back is given to the permit issuing agencies.

Since 2010, constructions of so called Customs Clearance Zones (CCZ) were carried out in different regions of Georgia. These zones have been established aiming at the solving of the existing problems related to clearance procedures. CUSTOMS CLEARANCE ZONE (CCZ) is a large clearance centre covering several hectares with a special parking area for hundreds of trucks. Customs Clearance Zones conduct air, land, railway and sea cargo clearance while offering unique service of customs declaration submission and all the related procedures giving the possibility to the economic agents to benefit from one shop stop principle. The CCZs staff provides the economic agents with the advanced review and preparation of the documents based on the online electronic submission. It is possible to serve unlimited number of economic operators in 24/7 regime. For clearance of the goods the economic operator does not have to hire a broker, agent/declarant or other intermediary and incur high costs for their service. The bank and invoice translation service can be offered directly at CCZ. Besides, based on the will of the economic operator, the CCZ can provide the transportation of the cleared goods to the final place of destination.

The overall Customs ICT platform envisages the following:

• ASYCUDA customs declaration, transit declaration, automated risk management
• Software developed based on ORACLE: customs duties, other import taxes (Import VAT and import Excise), payment, automated enforcement of payment, customs guaranty, Border risks management, Postal consignment declaration, Postal consignment risks, Tax FREE risks (VAT refund for foreign citizens), Appeals, Certificate of Origin, customs warehouses permit and reporting
• SPS border control system, (automated risks, CVED, CFED, control, Exchange of information between National Food Agency and GRS)
• Administering of Road fee
• Exchange of Information on permit system (some permits are issued via customs ICT system)
• Information exchange between Railway and GRS
• Information exchange between GRS and Customs administrations of Azerbaijan, Turkey, GUAM (Planned), Armenia (Planned)
• TFS - Information exchange between GRS and Sea Port, forwarder companies
• Exchange of information between banks and GRS (FATCA, CRS is upcoming), Public Registry (property tax return)
• Exchange of information between Ministry of Health (on pharmaceutical) and GRS
• Exchange of information Financial Monitoring Service (on cash border crossing) and GRS
• Exchange of information between Ministry of Internal Affairs and GRS
• Advance Passenger Information and Passenger Name Record (Planned)
• Common Transit Convention and New Computerized Transit System (planned)

GRS is also partially responsible for carrying out the passport control on the borders. Joint integrated control of borders between the authorities of the Ministry of Internal Affairs of Georgia and the Georgia Revenue Service is set-up as follows:
The Passport Data Base and passport control of natural persons, bus drivers and other transport means drivers is the responsibility of Patrol Police Department of the Ministry of Internal Affairs of Georgia, however Georgia Revenue Service has got the relevant access to the Passport Data Base and carries out the passport control of truck drivers on the border; also, the information received from Passport Database of Patrol Police Department is automatically processed by software and is used for risk management purposes at Georgia Revenue Service and used for inspection of vehicles and individuals.

Guatemala

Guatemala cuenta con una Ventanilla Única para las Exportaciones -VUPE-, que nace como un medio de respuesta al crecimiento significativo de las exportaciones, como una iniciativa por parte del sector público y privado, en la búsqueda de crear un ente que facilitara la ejecución de los trámites y procedimientos que sustentan cada una de las exportaciones que se realicen a los diferentes destinos en el mundo.

La Ventanilla Única de Exportaciones, entonces se ha convertido en ese ente responsable de centralizar, agilizar y simplificar los trámites de exportación, contribuyendo al fomento de las exportaciones, enmarcado dentro de la filosofía de mejora continua en el desempeño del trabajo.

Fue creada en septiembre de 1986, con la entrada en vigencia del Acuerdo 790-86, bajo la responsabilidad del Ministerio de Economía. En 1998, el Ministerio de Economía a través del Acuerdo 575-98, delega a la Asociación Guatemalteca de Exportadores (AGEXPORT) la administración de la Ventanilla Única para las Exportaciones -VUPE-, que acepta la responsabilidad de la misma y de la implementación del Sistema Electrónico de Autorización de Exportaciones -SEADEX-.

Forman parte de la VUPE 7 entidades gubernamentales, 3 del sector privado, así como la Comisión Portuaria Nacional; está disponible las 24 horas durante los 365 días del año. Entre los mejores ejemplos de eficiencia, la Emisión de Licencia de Exportación -DEPREX- no requiere más tiempo del que el usuario necesita para ingresar la información, la transmisión se ejecuta en cuestión de segundos y en la actualidad el 96% de las transacciones se realizan de manera remota desde las oficinas de los exportadores, evitando desplazamientos, costos en tiempo, transporte e intermediarios.

Honduras

En febrero 2020, los ministerios que intervienen en el comercio exterior firmaron un convenio con la asistencia técnica del BID para crear un portal con el objetivo final de crear una ventanilla única.

EL PORTAL DE GESTION INTEGRAL DE COMERCIO EXTERIOR (PGICE), que tiene como finalidad una integración por fases graduales y progresivas para que las instituciones que emiten autorizan y procesan, licencias, permisos, certificados u otros documentos referidos al comercio exterior que ofrezcan al usuario un servicio con procesos simplificados y generados en un tiempo eficiente para facilitar y agilizar las transacciones de comercio exterior y de unión aduanera, fortaleciendo la competitividad del país.

Honduras espera lanzar la ventanilla única en 2027.

Hong Kong, Chine

Hong Kong, China is implementing the Trade Single Window in three phases to provide a one-stop electronic platform for the trade to submit Business-to-Government documents for trade declaration and customs clearance purposes. Phase 1 and Phase 2 of the Trade Single Window, launched in December 2018 and May 2023 respectively and fully implemented in December 2023, covers 42 types of trade documents in total. India hereby makes the following notification in accordance with Article 10.4 of the Trade Facilitation Agreement:

As part of the "Ease of Doing Business" initiatives, Government of India has taken up implementation of the Single Window Project to facilitate the Trading Across Borders in India. The Single Window Interface for Facilitation of Trade (SWIFT) is the system through which India has implemented the "single window". SWIFT allows importers and exporters the facility to lodge their clearance documents online at a single point only. Required permission, if any, from other regulatory agencies is obtained online without the trader having to approach participating government agencies separately. SWIFT has streamlined the entire process of clearance of consignments and has significantly reduced the interface between trade and the regulatory agencies. Some of the core facilities that have been provided under Single Window through SWIFT are as follows:

i. Integrated Declaration: Traders will submit Integrated Import & Export Declarations that will contain clearance related information required by all Participating Government Agencies (PGAs). Separate forms/ declarations have been dispensed with Integrated Declaration is implemented with the major import regulatory agencies which are involved in issuing clearances or "No Objection Certificates" for live consignments i.e. post import have been brought under the ambit of a single import declaration and the online clearance facility.

ii. Integrated Risk Assessment: All Participating Government Agencies (PGAs) will use an automated system to apply the principles of risk-based selectivity for carrying out inspection and testing. Indian customs already had a functional Risk Management System for risk based selective interdiction of consignments. Now under Integrated Risk Management System, risk criteria of major import/export regulatory agencies in India for interdiction, sampling and testing of consignments system is also integrated with the system.

iii. Automated Routing: The system applies business rules to identify consignments based on the declaration to automatically route them to the relevant PGAs.

iv. Online Clearance: The system records and collates clearance related decisions and approvals from all relevant PGAs and delivers the results to the trader at a single point. A system of online release of consignments with the major import/export regulatory PGAs is operational.

Paperless processing: A system that allows a trader to submit all supporting documents for clearance of consignments electronically with digital signatures. By doing this, trader does not have to approach to different regulatory agencies with hardcopy of documents thereby making entire process of consignment clearance faceless and paperless.

Israël

1. Israel currently operates the "MASLUL" system:

The "MASLUL" system is a shared system connecting "Global GATE" (the Israel Customs new foreign trade system) with the competent authorities so that all necessary licenses and permits for the purposes of Legality of Importation are transmitted via the system directly to customs. This System enables all importers, exporters and customs agents to submit online applications for licenses and permits from competent authorities and to view the status of handling from the stage of the application to the stage of approval by the competent authority and forwarding to Customs. In addition, the system allows to keep up with the general announcements added by the authorities, and to receive notices regarding the handling of requests on a regular basis. The majority of competent authorise are included in the system as the rest of them are in course of being added to the system.
Its purpose is to manage foreign trade, simplify trade processes, streamline and reduce import costs, all with transparency and access to information. The system operates with electronic messages without any paper and includes a digital signature component, provides access and availability to a number of databases, and sharing of all elements of the foreign trade community into one database.

2. Global Gate, Israel's new computerized platform for the management of Israel's foreign trade:

Its purpose is to manage foreign trade, simplify trade processes, streamline and reduce import costs, all with transparency and access to information. The system operates with electronic messages without any paper and includes a digital signature component, provides access and availability to a number of databases, and sharing of all elements of the foreign trade community into one database.

Jamaïque

The Jamaica Single Window for Trade (JSWIFT) is an electronic platform which uses the Automated System for Custom Data (ASYCUDA) World technology. JSWIFT began implementation in 2018 and since June 2020 traders and their representatives have been using the system to make applications related to Licenses, Permits, Certificates and Other documents (LPCOs) to meet import, export, and transit requirements, including electronic payment for services, without having to visit relevant agencies.

The system allows traders and their representatives, such as approved customs brokers to register and access on-line services related to the application, payment and receival of LPCOs for international trading purposes. This involves submitting required documentation and/or data to the JSWIFT single-entry point to the participating agencies where the agencies process these applications, notify applicants and deliver services through the JSWIFT platform in a timely and efficient manner.

The system, which is being implemented on a phased basis, is fully operational for LPCOs for the Trade Board Limited and the Plant Quarantine Product Inspect Brach (PQPIB) of the Ministry of Agriculture which are the main Government Agency for the granting of LPCOs, inclusive of certificate of origins and plant and animal agricultural products respectively.

The Jamaica Customs Agency (JCA) is the implementing Agency and Operator of the JSWIFT system for the Government of Jamaica and collaborates with other cross-border regulatory agencies for this initiative.

The system is being extended to include other government agencies within the next two (2) years.

Kazakhstan

Le guichet unique a été lancé en mars 2019, par étapes, avec des modules distincts pour la délivrance des permis, des autorisations et des certificats, la fourniture des services douaniers, etc. Conformément aux instruments législatifs, la mise en œuvre du "guichet unique" en République du Kazakhstan est confiée au Comité des recettes publiques du Ministère des finances de la République du Kazakhstan.
Le guichet unique donne aux utilisateurs accès à des renseignements sur les licences et permis requis, sur les taux des redevances et taxes douanières, sur les actes juridiques dans le domaine des opérations d'exportation et d'importation et sur divers registres de documents et ouvrages de référence liés à l'exercice d'activités économiques extérieures. Les utilisateurs peuvent également accéder aux services suivants:
• demande et obtention de permis pour l'importation de pesticides non enregistrés, délivrés par le Ministère de l'agriculture;
• demande et obtention de certificats d'enregistrement, par l'État, de produits, délivrés par le Ministère de la santé;
• demande de décision préliminaire concernant la classification de produits, le pays d'origine ou des marchandises non montées ou démontées, émise par les autorités douanières;
• demande de décision préliminaire concernant l'application de méthodes pour la détermination de la valeur en douane de marchandises importées, émise par les autorités douanières;
• vérification du dédouanement au moyen du code VIN;
• demande et obtention de certificats et de déclarations de conformité.
Des services supplémentaires seront mis à disposition après le bouclement réussi de la phase d'essai. Ces services comprennent la délivrance de deux permis pour la circulation d'animaux et de plantes sauvages conformément à la CITES, et de trois documents d'évaluation de la conformité pour les véhicules (certificat de sécurité pour la structure du véhicule, homologation du véhicule, homologation du châssis). De plus, 10 services de l'État dans le domaine des douanes sont en cours d'intégration, à savoir: i) l'inscription dans les registres d'entrepôts temporaires; ii) les entrepôts en douane; iii) les entrepôts francs; iv) les entrepôts sous douane pour l'entreposage de biens personnels; v) les commerces hors taxes; vi) les représentants en douane; vii) les transporteurs en douane; viii) les opérateurs économiques agréés; ix) les objets de propriété intellectuelle; et x) l'enregistrement de garanties pour le paiement des droits de douane et taxes douanières.
Afin qu'il ne soit plus nécessaire de présenter à plusieurs reprises les documents justificatifs et les renseignements requis, 15 opérations d'intégration avec des systèmes tiers ont été menées à ce jour. Grâce à l'intégration avec les systèmes tiers, les utilisateurs peuvent basculer du guichet unique vers d'autres plates-formes pour obtenir certaines licences et certains permis qui ne peuvent être obtenus par le guichet unique. Pour accès au portail et aux services du guichet unique, les utilisateurs doivent respecter les exigences suivantes:
a. utiliser un navigateur Web;
b. s'inscrire dans le système au moyen d'une signature numérique électronique. Ces exigences s'appliquent aux personnes morales et aux personnes physiques.
Après que les services sont automatisés et intégrés au guichet unique, la fourniture de ces services sous format papier est exclue. De fait, l'utilisation des services du guichet unique est obligatoire.
Les utilisateurs non enregistrés peuvent avoir accès aux renseignements de base concernant les services du guichet unique sur la page d'accueil du portail, qui a aussi une section "formation" donnant des instructions sur l'utilisation du portail, y compris l'enregistrement.

Kenya

Kenya's Single Window is known as Kenya TradeNet System and was launched in May 2014 during the regional heads of state summit held in Nairobi, Kenya's capital. The system is module based (25 modules implemented) and brings together 48 stakeholder organizations (41 Partner Government Agencies (PGAs)) whose cargo clearance documentations have been automated through system integrations or interfaces with the Single Window and 6 Industry Associations). As of June 30, 2021 there were over 15,000 active registered users from 8,037 active organizations. This includes: 36 Banks, 38 Insurance Companies, 1,529 Clearing Agents, 6,260 Traders, 46 Shipping Agents and Shipping Companies, 8 Couriers, 29 Container Freight Stations and 5 Cargo Handling Companies, and 43 Freight Forwarders.

Implementation of the system has increased automation of Partner Government Agencies processes from a pre-Single Window level of 14% to the current level of 92%; resulting in over 3,365,919 permits issued by PGAs through the system - yield of approximately Kshs.3.44 billion worth of revenue for PGAs.

The Kenya TradeNet System is also linked to financial institutions (banks and mobile payment solutions) through Kenya Revenue Authority's (KRA) iTax System and the Government's eCitizen online payment platform and therefore providing an end-to-end electronic cargo documentation platform and a facility for online payment for Government services.

The system also has a Risk Management module which has made it easy for PGAs to target and release cargo and a Cargo Release Module that enables stakeholders to monitor the progress of their documents through a dashboard without visiting or calling any office.

Kenya has also prepared a legislation for the Single Window, known as The National Electronic Single Window System Bill, 2021. The bill is currently before the National Assembly, awaiting approval. Once enacted, the Act will provide a legal framework for strengthening of electronic transactions; for example, the bill will allow for the use of electronic signatures, among other benefits.

Macédoine du Nord

The Electronic System for Import, Export and Transit Permits (EXIM: Republic of Macedonia's Single Window system) is a common system for managing licenses. Through this system, economic operators apply for licenses to the competent authorities and the system as such is readily available to all business entities that possess a proper e-certificate. EXIM system has been established in the year of 2008 and is binding to all state authorities that use an electronic licensing system. The legal framework for using this system is the Regulation of the Government of the Republic of Macedonia. The system is a useful tool through which 60 different licenses are issued by competent authorities.

The EXIM system is available at the following address: www.exim.gov.mk.

At this link, for each tariff number, one could find information about the license they need for import of goods, which Ministry or Agency is issuing that document and they could apply in those institutions. Some requests could be applied only electronically and some only on paper. Customs Administration of the Republic of Macedonia contacts those Ministries or Agencies to prepare the requests all only electronically.

Maurice

The single window in Mauritius is called the Mauritius Trade Link which was launched on 26 January 2016 on the occasion of International Customs Day 2016. The platform provides an online, web-based facility to submit applications for import/export licenses and permits clearance from government agencies without replication of data entry.

10 out of 12 Government Agencies/Ministries are already hooked into the system. The remaining 2 are expected to join shortly.

With this system in place, the application and payment for trade permits is automated and traders have the facility to track the progress of their application in real time.

Moldavie, République de

The implementation of the Customs Single Window represents a strategic priority of the Republic of Moldova within the broader framework of trade facilitation, customs modernization, digital transformation and alignment with the European Union. Between November 2017 and November 2019, the Customs Service of the Republic of Moldova implemented the Twinning Project entitled "Support for the modernization of the Customs Service of the Republic of Moldova in line with the requirements of the Association Agreement." One of the key objectives of this initiative was to assist the Republic of Moldova in preparing for the implementation of the Customs Single Window.
As part of the Twinning Project several strategic and technical deliverables were developed, including:
- a national vision document outlining the implementation framework for the Customs Single Window;
- a set of functional and technical specifications for integrating the Customs Single Window concept within the SIIV ASYCUDA World system.
In this regard, a working group was established which will perform the analysis of the existing framework, the assessment of the legal and institutional framework, as well as the definition of the future operational model according in accordance with the commitments under EU-RM Association Agenda and the RM Reform Agenda's Growth Plan for the years 2025-2027.
To ensure effective implementation, institutional responsibilities – including the designation of a national coordinator and the establishment of an inter-institutional project team – as well as the minimum list of deliverables, will be defined through an administrative act. The key deliverables will include a detailed concept, functional and technical specifications, budget estimates, an implementation plan, and operational maintenance arrangements.
The Customs Single Window environment is scheduled to be implemented during the 2026-2027 period. During this period, a feasibility study will be conducted, followed by the approval of the necessary documentation and the launch of the procurement procedure in the fourth quarter of 2026. Subject to the successful completion of the procurement and implementation phases, the Customs Single Window environment is expected to become operational by the end of 2027.

Nicaragua

Con el objetivo de facilitar el comercio exterior, se está ejecutando el proyecto para la implementación de la Ventanilla Única de Comercio Exterior de Nicaragua (VUCEN), la entidad responsable de la gestión coordinada con 9 instituciones vinculadas a comercio exterior de Nicaragua, para la simplificación de trámites y reducción de tiempos en la obtención de permisos de importación y exportación.

La ventanilla única contará con una plataforma informática para la gestión centralizada de permisos de exportación e importación. La misma estará disponible las 24 horas durante los 7 días de la semana, los 365 días del año y, además, tendrá la capacidad de interoperar, a futuro, con sistemas similares en otros países.

El proyecto para la implementación de la Ventanilla está programado finalizar en el segundo semestre de 2020.

Pakistan

In pursuance of the national legislation, i.e. the Pakistan Single Window Act, 2021, the Pakistan Single Window (PSW) has been launched since June 2022. PSW provides an integrated electronic platform that allows parties involved in international trade and transport to lodge standardized information and documents with a single-entry point to fulfil all import, export, and transit-related regulatory requirements. The PSW system links various stakeholders like Customs and Other Government Agencies (OGAs) involved in the regulation of cross border trade as well as transportation besides connecting port authorities, commercial banks, traders, freight forwarders, and transporters, etc. on a digital portal that relies on an integrated risk management system, electronic payment systems and a seamless flow of information. Accordingly, implementation of Article 10.4 has been completed since June 2022.

Panama

La Ventanilla Única según Decreto Ejecutivo No. 53 del 15 de julio de 1985, es la unidad técnica que tiene como fin centralizar y agilizar los trámites de exportación, mediante la constante interacción y colaboración de diferentes entidades públicas relacionadas con el comercio internacional panameño. El 14 de agosto de 2012 bajo el Decreto Ejecutivo Nº 130 se crea una comisión interinstitucional para la implementación y puesta en marcha de la Ventanilla Única Electrónica de Comercio Exterior; que surge como respuesta a los exportadores, que tenían que realizar sus trámites de permisos, licencias, certificados de origen, sellos y refrendos de manera presencial institución por institución.
La Ventanilla Única Electrónica de Comercio Exterior forma parte de las herramientas para la Facilitación del Comercio del País, cuyo objetivo fundamental es el de centralizar y agilizar los trámites de exportación, mediante la constante interacción y colaboración de diferentes entidades públicas relacionadas con el comercio internacional panameño; a la fecha contamos con funcionarios de las varias instituciones gubernamentales para los trámites de comercio exterior.

Dirección Nacional de Control de Alimentos y Vigilancia del Ministerio de Salud
Esta Dirección fue creada mediante el Decreto Ejecutivo N° 770 del 1 de mayo del 2021, es la unidad de Control de Alimentos responsable de la vigilancia y control de las plantas que manejen alimentos para que cumplan las normativas de seguridad alimentaria, es decir, que sean inocuos y no afecten a la población. Por otro lado, la unidad de Vigilancia Veterinaria buscará controlar el contagio de enfermedades transmitidas de los animales al hombre.

- Certificado de Libre Venta: documento que constata/garantiza que los productos alimenticios elaborados por un establecimiento han sido elaborados por una empresa o establecimiento alimentario que está inscrito en el Registro General Sanitario de Empresas Alimentarias y Alimentos y por tanto son de libre venta y consumo.
- Registro Sanitario: el que registra las características técnicas (tipo de envase, forma, tamaño, calidad y conservación) microbiológicas que tiene un producto que va a ser lanzado al mercado.
Base legal para el Certificado de Libre Venta y Registro Sanitarios en el Decreto Ejecutivo No. 331 de 22 de julio de 2008 "Que aprueba la inscripción de los alimentos procesados y envasados en la República de Panamá; jabones, detergentes y afines, nacionales y extranjeros".

La Ventanilla Única de Comercio Exterior - VUCE es una herramienta de facilitación de Comercio Exterior cuya administración se encuentra a cargo del Ministerio de Comercio Exterior y Turismo-MINCETUR. Fue creada en el año 2006, mediante Decreto Supremo N° 165-2006-MEF, otorgándose rango de Ley a su creación, a través de la Primera Disposición Complementaria del Decreto Legislativo N° 1036.

La VUCE es definida como un sistema integrado que permite a las partes involucradas en el comercio exterior y transporte internacional gestionar a través de medios electrónicos los trámites requeridos por las entidades competentes de acuerdo con la normatividad vigente, o solicitados por dichas partes, para el tránsito, ingreso o salida del territorio nacional de mercancías.

Dicha herramienta inició sus operaciones en el año 2010 y a la fecha cuenta con tres componentes: a) Mercancías restringidas (2010), b) Origen (2013) y c) Portuario (2015), cuya operación ha tenido un impacto positivo para el sector comercio exterior.

A continuación se detalla los procedimientos que se realizan a través de los tres componentes de la VUCE:

• Componente de Mercancías Restringidas: Se realizan los procedimientos necesarios para la obtención de los permisos, certificados, licencias y demás autorizaciones exigidas para la realización de las operaciones de importación, exportación y tránsito de mercancías.
• Componente Origen: Se tramitan los procedimientos vinculados a la emisión del Certificado de Origen Preferencial.
• Componente Portuario: Se realizan los procedimientos administrativos vinculados con la recepción, estadía y despacho de naves en los puertos marítimos, fluviales y lacustres de la República del Perú; los procedimientos administrativos relacionados con la obtención, modificación o renovación de licencias de operación, permisos, autorizaciones y otras certificaciones para el funcionamiento de empresas prestadoras de servicios portuarios; así como, cumplir con las obligaciones de información exigidas a los transportistas o sus representantes, a los administradores portuarios y a las empresas prestadoras de servicios portuarios.

Actualmente, el MINCETUR viene implementando un Proyecto de Inversión Pública (cuyo presupuesto es de US$ 61.9 millones - US$ 20 millones en el marco de una operación de endeudamiento con el Banco Interamericano de Desarrollo y US$ 41.9 millones de contrapartida nacional), que permitirá que la VUCE 2.0 brinde mayores servicios en la cadena logística, asimismo mejorará los procesos y procedimientos de las entidades de control y dotará a los operadores de comercio exterior de procesos integrados, simplificados y predecibles. Este proyecto tiene un horizonte de ejecución de un plazo de cinco años y su objetivo es mejorar la competitividad del sector de comercio exterior.

Les opérations liées au VUCE suivront leur cours normal, à l'exception de l'assistance relative aux mesures antérieures à la COVID-19, qui sera désormais fournie à distance, à partir du 26 mars.
Les institutions acceptent les copies des documents phytosanitaires et zoosanitaires et leur vérification est effectuée via le système électronique.
Différents canaux ont été créés pour coordonner la fermeture des autorisations dans le cadre du VUCE permettant aux importateurs et aux exportateurs de programmer des inspections (si nécessaire) et de donner suite au processus d'autorisation dans le port.

How "Single window" works

"Single window" is the mechanism allowing the parties, participating in trade and transport operations, to submit standardized information and documents with use of the single throughput channel for implementation of all regulating requirements concerning import, export, transit. If information has an electronic format, separate elements of data have to be represented only once.

"Tulpar System" is information system of "single window", allowing to submit to all participants of foreign economic activity (foreign trade activities) information demanded by supervisory authorities for implementation of import, export and transit operations.

Tadjikistan

The pilot version of the Single Window System was launched on 8 November 2019. The final version
is planned to be implemented by the end of 2020. It should be noted that the implementation
deadline is on 22 December 2023 as indicated in Tajikistan’s notification of the category 'C'
obligations.

Trinité-et-Tobago

The Government of the Republic of Trinidad and Tobago (GORTT) as part of its national strategy, in 2009, launched the Single Electronic Window (SEW) for Trade and Business Facilitation Project, branded as TTBizLink, an IT-based trade facilitation solution.

The enhancement of Trinidad and Tobago's SEW is ongoing and is complemented by an Automated System for Customs Data (ASYCUDA) System utilized by the Customs and Excise Division.

TTBizLink, is a secure business portal that provides 24/7 access to trade and business related government services by allowing parties involved in trade and transport to lodge standardized information and documents at a single entry point, in order to fulfill import, export and transit-related regulatory requirements. It is a transactional portal accessible via the link www.ttbizlink.gov.tt where private stakeholders and approving government agencies can collaborate online in a seamless and efficient manner to receive applications, process necessary approvals, and immediately communicate final decisions to applicants.

Ukraine

Ukraine hereby notifies the following information pursuant to Article 10.4.3 of the Agreement on Trade Facilitation regarding the operation of the Single Window.

Ukraine launched the Single Window (SW) mechanism for customs and other control authorities in 2016. The State Customs Service subsequently developed and operates the unified state information web portal "Single Window for International Trade".

The SW mechanism provides, inter alia:
• harmonized and integrated operational rules;
• reliable user identification and authentication;
• coordination by customs authorities of relevant competent authorities during official control procedures;
• electronic exchange of permit documents and related data with customs authorities.

The SW ensures coordinated interaction between customs and other state authorities in conducting non-customs forms of state control, including phytosanitary, veterinary and food safety inspections, and enables the use of electronic permit documents issued by state authorities and certified with a qualified electronic signature through automated information exchange with the information systems of other authorized bodies.
The SW consists of two parts: public and private.

The public part provides registers and reference information on tariff and non-tariff regulation by product code according to the Ukrainian Classification of Goods for Foreign Economic Activity, data on customs duty payments, current-year quota balances. It also enables users to verify customs clearance of vehicles by VIN code, calculate customs duties for passenger cars, check certificates of origin (EUR.1 / EUR-MED) and track the status of customs declarations.
The private part offers additional services accessible through a qualified electronic signature or the Bank ID system of the National Bank of Ukraine.

For businesses it provides comprehensive electronic services, including:

• exchange of documents and information on the movement of goods and commercial vehicles as well as requests for fund balances on the Single Treasury Account;
• real-time notifications on the status of customs declarations and decisions adopted by control authorities;
• submission and tracking of applications for authorizations, permits and binding tariff information decisions.

It also enables automated access to customs declarations via API interface, submission and monitoring of electronic loading orders, integration of guarantor information with the Guarantee Management System and management of advance accounts, refunds and payments of duties through the Single Treasury Account or QR code.
Services for citizens include tracking and customs clearance of international postal and express shipments, submission of electronic declarations (form M-16), payment of customs duties, self-declaration and self-payment of customs duties for imported vehicles, and other related services.

Uruguay

La implementación de la Ventanilla Única de Comercio Exterior (VUCE) se inició en el año 2012 como un proyecto dentro de la modernización aduanera en Uruguay. En el año 2013 se creó por Ley N° 19.149 de 11 de noviembre de 2013, integrada al Instituto de Promoción de Inversiones y Exportaciones – Uruguay XXI.

El desarrollo de la VUCE ha permitido unificar a través de una plataforma electrónica, la información y documentación asociada a operaciones de comercio exterior donde interviene el Estado. Para ello los organismos se encuentran integrados a la VUCE y todas las gestiones de transmisiones electrónicas con el Sistema LUCIA de la Dirección Nacional de Aduanas se realizan a través de ésta plataforma.

La VUCE permite al usuario identificar todos los requisitos documentales asociados a una importación, exportación o tránsito y para cada uno de los trámites en cuestión enviar la solicitud electrónica y adjuntar los documentos digitalizados exigidos como requisito del trámite. A través de la plataforma, la información es derivada al organismo competente correspondiente, el cual actúa electrónicamente sobre el trámite pudiendo aprobar, rechazar u observar la gestión.

Vanuatu

Established in 2017, the Vanuatu electronic Single Window (VeSW) system is a trade facilitation initiative by the Vanuatu Government, as recommended under the WTO Trade Facilitation Agreement Article 10.4. The VeSW Project began in 2016 and has now entered its 3rd and final Phase.
The system is used primarily by Customs to facilitate the online clearance of international goods, to collect government revenue and to protect the country from illicit trade. Built on the ASYCUDA technology, the system is also used by traders to facilitate the online application of permits and certificates for regulated goods. These applications are processed and issued online by the respective regulatory agencies concerned. Once approved, the permits and certificates are electronically linked to the customs clearance process in the system.
The system now has over 500 active users, both within the Government and in the trading community. It assists with achieving transparency and predictability to trade formalities, and in a paperless environment. The VeSW system is one of the major revenue-generating system of Government revenue and a contributor to Vanuatu's economic prosperity.
The regulatory requirements and trade formalities that have been digitized and automated online in the VeSW system includes, but not limited to:

1. Customs clearance formalities for import, exports, warehouse and transit;
2. Most of Customs back-office operations, which includes Cargo management, Customs service fees, Offence management, and Vessel and aircraft clearances;
3. Sanitary and Phytosanitary certificates and permits;
4. Concessions;
5. Certificates of Origin;
6. Energy Efficient Appliance certificates;
7. Ozone Depleting Substances import permits;
8. Pharmaceutical import permits;
9. Telecommunication certificates and permits.

The remaining trade procedures to be implemented in the VeSW system, includes:

1. Forestry export permits;
2. Fisheries export permits;
3. Civil Aviation Authority import permits;
4. Interface with other Government and trade entities, including the stevedores.
The current participating VeSW agencies are:
1. Department of Customs;
2. Biosecurity;
3. Department of Industry;
4. Department of Tourism;
5. Department of Energy;
6. Department of Environment Protection and Conservation;
7. Department of Health;
8. Telecommunication Radiocommunications and Broadcasting Regulator.

Other Government agencies have also been given access to the system primarily for the information required for their own operations.
The other agencies to be included in the VeSW system are:

1. Department of Forestry;
2. Department of Fisheries;
3. Civil Aviation Authority.

Venezuela, République bolivarienne du

La primera medida de adopción de funcionamiento de la VUCE se realizó mediante la Resolución N° 0212-2021 publicado en la Gaceta Oficial N° 42.147 el 11 de junio de 2021 la cual se dispone adoptar el funcionamiento de la Ventanilla Única de Comercio Exterior (VUCE), como sistema integrado de facilitación del comercio exterior del país.

Recientemente fue publicada en Gaceta Oficial N° 6.824 Extraordinario de la República Bolivariana de Venezuela, de fecha 18 de julio de 2024, la “Ley de Fomento de las Exportaciones No Petroleras”, que da un nuevo impulso a la VUCE en la disposición del artículo 12 que señala “La gestión de los trámites y permisos requeridos por las autoridades competentes, relacionados con el proceso de exportación de bienes y servicios no petroleros, será realizada a través de la Ventanilla Única de Comercio Exterior (VUCE) como herramienta tecnológica que permite centralizar, gestionar, simplificar, optimizar y unificar digitalmente la información y la documentación necesaria para el proceso exportador”.

Viet Nam

Viet Nam is currently implementing the national single window through which trading companies submit their declarations for the export and import of goods and the system will automatically process their reports, producing the results for both trading and customs in relation to the clearance of goods.

In the meantime, the system has integrated a number of 174 administrative procedures of 13 ministries/agencies with the total number of 2.3 million entries of over 30.9 thousand enterprises.

In the coming time, Viet Nam will continue to build and develop the IT system for the implementation of the national single window through a comprehensive action plan with the purpose of connecting all related government agencies as well as related stakeholders in the supply chain including banks, insurance companies, import and export companies and logistics operators.
