Reason
In adherence to the WTO Trade Facilitation Agreement (TFA), the United Republic of Tanzania classified and notified Article 10.4 (Single Window) to the WTO Secretariat as a Category C Measure. This designation indicates that the country requires additional time, financial resources, and technical assistance for implementation. The timeframe initially set for compliance with the implementation requirements under this Article is due to end on 30 December 2025. Significant progress has been made in implementing the provision of Article 10.4 as outlined below: i. In January 2025, TRA launched the enhanced Tanzania Customs Integrated System (TANCIS), which incorporates the Tanzania Electronic Single Window System (TeSWS) to support seamless and paperless cargo clearance. ii. To date, 40 Government Regulatory Authorities (RAs) have been onboarded into the TeSWS framework, enhancing collaboration and data exchange in trade facilitation processes. iii. All Clearing and Forwarding Agents (CFAs) are registered and utilize the TeSWS Portal to process and monitor clearance transactions in real-time. iv. Comprehensive training sessions have been conducted nationwide for TRA staff, CFAs, and R.A officers to build capacity on the enhanced system's operations and trade facilitation procedures. v. Continuous improvements have been made to enhance system reliability, automation, and user accessibility in alignment with global best practices under the WTO TFA framework. Notwithstanding these achievements, full compliance requires further progress, particularly in enabling direct system-to-system integration for OGDs currently accessing the TeSWS via the portal. Budgetary and technical capacity limitations have affected the pace of integration for some agencies, thereby necessitating continued support in system interfacing and capacity building. In view of the above, Tanzania affirms that the system design, functionality, and operational framework for the Single Window are in place and functional. However, to achieve complete interoperability across all Regulatory Authorities (RAs), additional time and technical support is required. Therefore, the government is requesting a three (3) years extension from 30 December 2025 for the implementation for Article 10.4 to allow completion of the integration phase and continuous capacity development for all participating institutions.

• Acquire and put in place adequate facilities for single window;
• Upgrading ICT system for Other Government Departments to enable system integration with single window;
• Create awareness program, Change Management and training to users; and
• Develop mechanism for information sharing among border agencies.

Currently Phase II of the project has been completed. Third phase is in the final stage whereby in total 877 out of 1,268 of Clearing and Forwarding Agents have been registered in the System. The remaining Agents (391) will be trained soon.
